Implementation of the Planning, Programing, and Budgeting System (PPBS)

Abstract

This Instruction reissues reference (a) and establishes procedural guidance in support of reference (b) for the formulation, submission, analysis, review, and approval of new and revised DoD plans, programs, and budgets; the processing and approval of resource changes to the Five Year Defense Program (FYDP); and the maintenance and updating of the FYDP structure. I authorizes the publication of DoD 7045.7-H, "FYDP Program Structure Handbook," consistent with reference (c).
