Abstract

This Directive: 1. Reissues reference (a) to update policy, responsibilities, and procedures. 2. Implements reference (b) and enclosures 2 and 3 to establish audit requirements for State and local governments, institutions of higher education, and other nonprofit institutions that receive Federal financial assistance. 3. Assigns responsibilities within the Department of Defense for monitoring compliance with those requirements.
