Basewide Engineering Evaluation-Cost Analysis for Soil Vapor Extraction. General Evaluation Document

Abstract

This Engineering Evaluation-Cost Analysis (EE/CA) document supports soil vapor extraction (SVE) as the preferred alternative for a basewide, non-time-critical removal action to remove volatile organic compound (VOC) contamination in soils at McClellan Air Force Base (McAFB). The National Contingency Plan (NCP) requires the lead agency to conduct an EE/CA or its equivalent for non-time-critical removal actions (40 CFR 300.415). The EE/CA process is a comparative analysis of removal action alternatives and is recorded in the EE/CA document for public review and comment. A conventional EE/CA document generally supports a decision to take a removal action at a specified site or group of sites. McAFB and the regulatory agencies have modified the conventional EE/CA document to facilitate decision making and to streamline the administrative process in the McAFB Installation Restoration Program (IRP).
