Whistleblowing in the Federal Government: An Update
Abstract
As demands for service grow while resources shrink, Federal agencies must examine every aspect of their operations in order to achieve new heights of efficiency and effectiveness. Agency management cannot accomplish this goal alone--every employee also plays or should play a role. In this regard, Federal employees have long been encouraged to 'blow the whistle' on illegal or wasteful activities in the Government and offered protection against reprisal for doing so. The data discussed in this report are based largely on responses to a recent MSPB survey received from over 13,000 employees. The results show that some progress has been made toward the goal of encouraging employees to report illegal or wasteful activities, Unfortunately, the percentage of employees who claimed they had been the victims of reprisal because of their disclosures has also increased.
