Computer Based Economic Analysis Techniques to Support Functional Economic Analysis

Abstract

The purpose of this thesis is to present different economic analysis techniques available for evaluating costs and benefits associated with the procurement of Information Systems. The thesis will address each of these techniques in detail and develop a problem set supporting this discussion. The standard set will be used to perform a functional test of PC Econpack, a decision support system (DSS) currently fielded by the Army Corps of Engineers. DSS output will be evaluated to determine the accuracy and examine the portability of this software application to support functional economic analysis methodology as contained in DoD Directive 8000.1. Results will be analyzed to determine conditions of mutual support, conflict and consistency. Functional economic analysis, Capital investments for information systems, PC Econpac.
