Development and Use of PROPHET Life Cycle Cost Model

Abstract

This paper describes the result of the three most significant trends in cost estimating of the past twenty-five years. These trends include the low cost availability of linked spreadsheets, the advent of more powerful processors in personal computers, and the dissemination by the Department of Defense of comprehensive guidance on a disciplined approach to cost estimating and standardized estimate report contents. These three trends since 1991 have opened a new era in cost estimating for acquisition and support of major defense systems.
