Making the Transition to a Wildlife Refuge: A Strategic Planning Report for the Rocky Mountain Arsenal

Abstract

This report has two major objectives: To provide an assessment of the organizational structures and the personnel staffing levels and skills mix that will be required to manage the remediation of the facility that was formerly the U.S. Army Rocky Mountain Arsenal production facility. To present issues that must be considered during the following times: The planning for the remediation of the facility; The transition of responsibility for the property to the U.S. Fish and Wildlife Service; The long-term U.S. Army involvement after it transfers the property to the USFWS. The report recommends that the Army fund the cleanup of RMA at the rate of $180 million per year (to complete the job by year 2005) and staff the PM's organization with 264 - 294 personnel. Because of the political magnitude of the program and the Army's legal responsibility to ensure the success of this remediation, the report provides recommendations for both the PMRMA and for the Deputy Assistant Secretary of the Army (Environment, Safety, and Occupational Health).
