Who is Responsible For the Joint Acquisition Mess?

Abstract

This paper examines the actors and their influence on the joint acquisition process. It examines the successes and failure of joint programs in order to make recommendations to improve the system. It reviews the impact of the Goldwater-Nichols DOD Reorganization Act of 1986 and the influence of the JCS and JROC on the acquisition process. It concludes that joint acquisition requires resource and management control at a highly centralized level outside the influences of services secretaries. It recommends that a purple suit organization within DOD be established for that purpose. A annotated bibliography of literature involving joint and cooperative programs is provided as an appendix.
