Experimental Civilian Personnel Office Project (EXPO): Final Report for Appropriated Fund Sites
Abstract
The purpose of this report is to document the evaluation of the Experimental Civilian Personnel Office Project (EXPO) at appropriated fund (APF) sites. The aim of Project EXPO was to design and test initiatives that streamlined and simplified personnel management procedures and policies employed in the Department of Defense (DOD). Sixteen APF sites were evaluated: one U.S. Air Force, one U.S. Army, one U.S. Navy, and thirteen Defense Logistics Agency sites. The initiatives signified a movement toward greater empowerment of nonpersonnel lists (e.g., managers), greater efficiency, flexibility, and responsiveness. The evaluation covered a 3-year test period. Data sources included attitudinal surveys, standardized on-site interviews of personnel lists, managers, supervisors, and existing personnel data bases.
