CoCom and the Future of Conventional Arms Exports in the Former Communist Bloc

Abstract

This thesis describes the realities of the military industry in the key countries of the former Communist Bloc (FCB) and their perspective on the role that military exports plays in their political and economic structures. Furthermore, the thesis asserts that, because future arms transfers will be of increasing technological sophistication the United States, ability to exercise political and military options in international affairs may be limited. Finally, the thesis proposes a solution to the problem noted above by arguing for a series of changes to the CoCom structure that will combine the particular demands of the evolving FCB states with the dynamics of the world arms market. In doing this, the thesis proposes a new conceptual framework for CoCom as well as specific actions to reduce the deleterious effects of arms sales from the FCB.
