MILSBILLS: Defense Logistics Management System Electronic Data Interchange. Version 1.1 Supplement Number 2
Abstract
In 1962 the DLSS were established providing procedures for communicating requirements, moving materiel, and performing other inter-Service tasks need to ensure the continuing operation of DoD's logistics system. The DLSS performed satisfactorily for a number of decades. However, over the course of time, the fixed-length DLSS transaction reached their saturation point, and it became virtually impossible - within the existing structure- to satisfy the ever-growing logistics information requirements. Inflexibility and complexity of DLSS transactions created a backlog of approved but unimplemented changes. With the growth of electronic commerce between DoD and industry and other factors, such as increasing transaction traffic and the need for more timely management information, it became apparent that a new system was required. Recognizing that the latest technologies provide opportunities for performing the DoD logistics mission more efficiently and effectively, OSD initiated the Modernization of Defense Logistics Standard Systems program in 1984. Under the MODELS program the Defense Logistics Management System has been established employing Electronic Data Interchange to support current requirements as well as new initiatives. Through EDI, the DLMS gains maximum flexibility to meet the needs of tomorrow although incorporating all the functional requirements of today
