MILSTRIP: Defense Program for Redistribution of Assets (DEPRA) procedures. Supplement 2

Abstract

The purpose of this document is to provide guidance for activities participating in the DEPRA system. This supplement establishes policy and assigns responsibilities and tasks to assure achievement of the DEPRA system objectives. This manual is applicable to all elements of the DoD located in the EUCOM/PACOMs and other activities/Agencies identified in chapter 8 (herein-after referred to as participants). This manual is not applicable to afloat units. All elements of the DoD, except afloat units, will participate in the DEPRA system as prescribed by this manual. The mission objectives are: To provide a central system for screening and redistribution of DoD assets among EUCOM and PACOM activities for the purpose of: (1). Maximizing the redistribution of potential excesses among DoD activities and DoD excesses to authorized Civil Agencies. (2) . Precluding the concurrent procurement and disposal of identical items by separate Service supply systems. (3). Precluding the expenditure of transportation funds to ship items to OCONUS theaters when similar items are available there. (4). Reducing the screening time by concurrent screening among all potential users. (5). Preventing the expenditure of funds for the development and operation of separate redistribution systems among the S/As.
