Constitutional Theory and the Commander-In-Chief

Abstract

In this paper I will first review the constitutional theory surrounding this issue, and provide an assessment of constitutional background papers. Second, I will argue for a strong executive role in limited engagements short of declared war, in accordance with Constitutional theory. Finally, I will briefly discuss that executive role in view of current world events and the present administration.
