FTS 2000: An Overview of the Federal Government's New Telecommunications System

Abstract

As requested in meetings with your office in April and August 1989, this report provides information on the Federal Telecommunications System 2000 (FTS 2000)-a new system that will provide the federal government with long-distance telecommunications services for the next 10 years. Most specifically, this report describes (1) background on FTS 2000 including services available, system design, and features of the FTS 2000 contract; and (2) the process used by the General Service Administration (GSA) to grant exemptions to the use of FTS 2000. In addition, the report provides information on GSA's review of agency requests to procure telecommunications services and equipment.
