Abstract

The Hazardous Material Life-Cycle Cost Model (HMLCCM) was developed to estimate the total life-cycle cost of using various hazardous materials in the construction, maintenance, and repair of U.S. naval systems and facilities. The model estimates those costs derived from the need to protect the health and safety of workplace personnel and the need to protect the environment. This guide is an updated version of the original System Manager's Guide (1). It includes new information about options not previously available and modification to previously existing options. The purpose of this guide is to provide the system manager detailed instructions on how the HMLCCM operates and how to provide the model with cost information.
