South Africa: Debt Rescheduling and Potential for Financial Sanctions.

Abstract

On November 2, 1989, you requested that we analyze South Africa's financial situation and the U.S. options for imposing further financial sanctions against the country. As agreed with your office, we are providing an interim report analyzing South Africa's debt, loan rescheduling arrangements, and the feasibility of excluding South Africa from funds transfer systems that facilitate international trade and payments.
