Framing the Dialogue: Strategies, Issues and Opportunities

Abstract

This is the first of a series of interim reports which will be published during the Federal Infrastructure Strategy (FIS) Program, a three-year effort to explore the development of an integrated or multi-agency Federal infrastructure policy being conducted by the U.S. Army Corps of Engineers, Institute for Water Resources. This report documents the activities that took place in 1991 and 1992 during the first half of the program, including the results of the intergovernmental coordination facilitated by the Advisory Commission on Intergovernmental Relations (ACIR). The infrastructure issues essential to the development of a Federal strategy are outlined, and the opportunities for further interagency cooperation are discussed within the content of the FIS workplan elements.
