Socioeconomic Impact Analysis Study. Disposal and Reuse of Eaker Air Force Base, Arkansas

Abstract

Eaker Air Force Base (AFB), Arkansas, was one of the bases recommended by the 1991 Defense Base Closure and Realignment Commission for closure. The Commission's recommendations were accepted by the President and submitted to Congress on July 12, 1991. As Congress did not disapprove the recommendations in the time given under the Defense Base Closure and Realignment Act (DBCRA) of 1990 (Public Law 101-510, Title XXXIX), the recommendations have become law. DBCRA requires the Secretary of Defense to comply with the National Environmental Policy Act (NEPA) in the implementation of the base closures and realignments. The Secretary of Defense, through the Air Force, is preparing the required NEPA documents for the base disposal. Consideration of closure is exempted under DBCRA because that decision is final under the statute. The Eaker AFB Disposal and Reuse Environmental Impact Statement (EIS) analyzes environmental effects of the disposition of the base and its reuse under alternative redevelopment plans.
