Community Environmental Response Facilitation Act (CERFA) Report. Fort Des Moines, Des Moines, Iowa

Abstract

This report presents the results of the Community Environmental Response Facilitation Act (CERFA) investigation conducted by The Earth Technology Corporation (TETC) at the Fort Des Moines, a U.S. Government property selected for closure by the Base Realignment and Closure (BRAC) Commission. Under CERFA Federal agencies are required to identify real property that can be immediately reused and redeveloped. Satisfying this objective requires the identification of real property where no hazardous substances or petroleum products, regulated by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), were stored for one year or more, known to have been released, or disposed. Fort Des Moines is a 53.28-acre site located in Polk County, Iowa, within the city limits of Des Moines. The installation's primary mission is to provide support and shelter for the U.S. Army Reserve. Activities associated with the property that have environmental significance are photographic processing, vehicle maintenance, printing, and fuel storage. TETC reviewed existing investigation documents; U.S. Environmental Protection Agency (USEPA), State, and county regulatory records; environmental data bases; and title documents pertaining to Fort Des Moines during this investigation. In addition, TETC conducted interviews and visual inspections of Fort Des Moines as well as visual inspections and data base searches for the surrounding properties. nformation in this CERFA Report was current as of April 1994.
