Abrams Tank. Block II Modifications Not Ready to Enter Production,

Abstract

This report responds to the request that we review the Army's plans to modernize the Abrams tank. We have also provided several briefings on the program to your staff. The Army's Block II Abrams modification program entered full-scale development in December 1988. The Army plans to make a production decision on the program in August 1991. However, procurement funds are being requested in the fiscal year 1990 budget for long lead time and non-recurring items. The full program has not been approved for production by the Secretary of Defense. This report focuses on the Army's justification for the Block II program and problems that have been or may be encountered in the development phase. It contains recommendations to the Secretary of Defense
