Environmental Compliance Assessment Management Program (ECAMP) - U.S. Fish and Wildlife Service (FWS)

Abstract

The number of environmental laws and regulations have continued to grow in the United States and worldwide, making compliance with these regulations increasingly difficult. Environmental assessments became a way to determine compliance with current environmental regulations. The Fish and Wildlife Service has adopted an environmental compliance program that identifies compliance problems before they are cited as violations by the U.S. Environmental Protection Agency (USEPA). Beginning in 1993, the U.S. Army Construction Engineering Research Laboratories (USACERL), in cooperation with the Fish and Wildlife Service, began research on the Environmental Compliance Assessment and Management Program (ECAMP). The concept was to combine Code of Federal Regulations (CFRs) along with good management practices and risk- management issues, into a series of checklists that show legal requirements and which specific items or operations to review. The handbook was tested in 1993 at the Arkansas National Wildlife Refuge and the Uvalde Fish Hatchery. Additional testing was done in 1994 at the Crab Orchard National Refuge. The handbook is continually updated to address new environmental compliance laws and regulations.
