Operational Art in Counterinsurgency Campaign Planning

Abstract

Operational art in counterinsurgency campaign planning can provide a logical, rigorous, and coherent method for linking all elements of American power in pursuit of national interests. The Unified Commander-in-Chief (CINC), in conjunction with the Country Team, faces the daunting task of developing a successful campaign plan consistent with U.S. interests. The operational commander in counterinsurgency efforts in support of an ally or in support of regional stability is the key link between the strategic and tactical levels.
