Applying the National Performance Review Procurement Reform Initiatives at the Naval Post Graduate School

Abstract

This thesis examines/defines reinvention and develops a process to reinvent procurement at the Naval Postgraduate School (NPS). This study will review National Performance Review (NPR) Initiatives regarding procurement in the Federal Government. Current Federal initiatives will be presented and used along with reinvention concepts to demonstrate an alternative to the current procurement process. This thesis will review the NPR, Section 800 panel recommendations for procurement reform. It analyzes the current climate in the Federal Government as it pertains to procurement reinvention initiatives. Reinvention is a method of looking at existing organizations and processes to evaluate what is required to conduct business and gain customer satisfaction Reinventing government, National Performance review, Procurement reform, Acquisition/Contract management.
