The Media and the Operational Commander: A Shotgun Marriage

Abstract

This monograph examines the media's influence on the operational commander's decision making. Understanding the media is key to the military commander's ability to function in today's complex environment. The monograph begins by examining the relationship between the military and the media and provides soma background on the basis for the inherent tension that exists between the two institutions. Some applications and implications of media use and purpose are studied in order to illustrate how the media affects public opinion and decision making at both the strategic and operational level. During this section of the monograph, the unique implications of television media and the power of the transmitted image are also discussed. Following the examination of the applications and implications of the media, the monograph analyzes several case studies in order to better understand the influence and effects of the media. The media's influence on the political and military leaders' decision making and the corresponding affects an public opinion end policy during Operations Desert Shield and Desert Storm are analyzed in greater depth.
