Peacekeeping and FM100-5: Do They Match

Abstract

The focus of this monograph is the evaluation of the principles of Operations Other Than War (OOTW) as listed in the June 1993 edition of U, S. Army Field Manual 100-5 in peacekeeping operations. The monograph presents the principles and applies them to the 1960 United Nations peacekeeping operation in the Congo (ONUC) to gain historical perspective: The conclusion covers the support for the OOTW principles in ONUC and some considerations for future peacekeeping operations. The monograph concludes with the need to constantly evaluate the OOTW principles not only horizontally but also vertically in any peacekeeping operation.
