Manning Requirements for the Ready Reserve Force in 2001

Abstract

This thesis examines the crewing requirements for the Ready Reserve Force (RRF). Several previous studies suggest that the U.S. will not be able to adequately man the RRF ships during another large-scale mobilization of the RRF for defense purposes, such as Desert Shield/Storm. Manning the RRF is not a one dimensional problem. Factors such as training, licensing, federal regulations, and the management practices of the private shipping industry must also be considered. This thesis looks at the manning dilemma from these different angles.
