Environmental Management Tool Screening Report for the Survey of Resources Available for Estimating the Environmental Costs of Major Defense Acquisition Programs
Abstract
This report is the first from the Survey of Resources Available for Estimating the Environmental Costs of Major Defense Acquisition Programs. It identifies existing environmental management (EM) cost estimating methods, data bases, engineering case studies, and management systems to determine their usefulness for estimating EM costs for major defense acquisition program (MDAPs) . EM, for purposes of this report entails the management of hazardous, toxic, and radiological (HTR) substances throughout the life cycle of an MDAP. It comprises five major categories of work: environmental program management; HTR material management; waste management; environmental resortation/corrective action; and transportation of HTR material and waste. Over 190 cost-related tools were identified in a literature search. Of these 71 were found to address EM and underwent further screening for desired attributes and sorting by categories of application. This process was used to select a balanced set of tools for full evaluation in the next phase of the project.
