Environmental Management Category Report for the Survey of Resources Available for Estimating the Environmental Costs of Major Defense Acquisition Programs

Abstract

This report is the second from the Survey of Resources Available for Estimating the Environmental Costs of Major Defense Acquisition Programs. It presents a cost breakdown structure (CBS) and a cost driver category structure for environmental management (EM). These structures were developed to support a systematic assessment of environmental cost estimating tools; they also should assist analysts in organizing an estimate of environmental costs in a specific acquisition program. The first level cost elements in the CBS are: environmental program management; HTR material management; waste management; environmental restoration/corrective action; and transportation of HTR material and waste. Three-additional levels of indenture allow for further definition and detail.
