Modeling Operations Other Than War: Non-Combatants in Combat Modeling

Abstract

This thesis describes essential modeling requirements for Operations Other Than War (OOTW). It includes discussions of the Future Theater Level Model (FTLM); a developmental combat model. This thesis also includes discussions of OOTW and a specific OOTW scenario: operation RESTORE HOPE. This thesis proposes model attributes for non-combatants in a combat theater based on the supposition that non-combatants are an essential feature in OOTW. The model proposal includes a methodology for civilian unit decision making. The model also includes proposals for modeling attrition caused by starvation, and attrition resulting from collateral effects of combat, as well as submodels for rioting, terror attacks, and unit flight from combat. Finally, this thesis includes a numerical example of some modeling aspects in a limited scenario. OOTW, FTLM, Non-combatants, Combat model.
