A Comparison of the Joint Maritime Command Information System (JMCIS) capabilities with the United States Marine Corps (USMC) Advanced Tactical Air Command Center (ATACC) Data Link Requirements

Abstract

This thesis is a comparison of the capabilities currently available in the Joint Maritime Command Information System (JMCIS) to the data link requirements of the United States Marine Corps (USMC) Advanced Tactical Air Command Center (ATACC). The evolution of the JMCIS system and its underlying software design philosophy is discussed as well as the operational and financial advantages of this philosophy The comparison of the ATACC requirements and the JMCIS capabilities is done using the Simple Multi-Attribute Rating technique (SMART). The SMART technique assigns weight values to the ATACC requirements and calculates an overall comparison figure for JMCIS. The weight values were calculated from survey data. Survey subjects provided their perception to the relative mission criticality of the ATACC requirements. The subjects for the evaluation were U.S. Marine Corps Officers with air command and control experience, and the evaluations were elicited using the Criterion Decision-Plus software package. The comparison figure for JMCIS averaged across the survey subjects was 68%. The weighting factors and the model of the requirements revealed the shortfalls of the JMCIS system in the area of data link maintenance functionality.
