Spill Prevention and Countermeasures Plan

Abstract

The purposes of the spill prevention control and countermeasure plan (SPCC) is to prevent and control the discharge of oil and hazardous substances at RMA. The SPCC plan identifies potential sources of oil and hazardous substances and the measures required to prevent accidental discharge resulting from equipment or storage facility failure. In the event that a spill occurs, the SPCC plan identified the means to control, contain and cleanup the discharge. The SPCC plan is directed by the U.S. EPA regulations and the U.S. Army regulations. The SPCC plan for RMA is organized as follows: project background is provided, detailed descriptions of the individual tanks are provided, The installation spill contingency (ISC) plan is presented, the security at each of the tank areas is discussed, a description is provided of the types of training procedures for RMA personnel, and reporting requirements are presented, including the regulatory agencies which need to be contacted if an accidental spill occurs.
