Integrated Endangered Species Management Recommendations for Army Installations in the Southeastern United States

Abstract

In 1994, the Army established Army-wide management guidelines for the red-cockaded woodpecker(Picoides orealis) (RCW), a federally endangered species protected under the Endangered Species Act. The 1994 RCW Management Guidelines outlined population goals, inventory requirements, and land management practices directed toward the protection and stewardship of RCW population on Army lands. This report assesses the potential effects of implementation of the Guidelines on other endangered threatened, and candidate species associated with RCWs on Army installations subject to the Guidelines. The report provides recommendations to reduce the potential for adverse effects on non-targets species and communities and to move RCW management toward multi-species management of the landscape. Guidelines for the integration of ecosystem-based approaches into endangered species management is also included.
