Iraqi Saud missile attacks during the Persian Gulf War dramatized U.S. vulnerability to theater ballistic (and potentially, cruise) missiles and illustrated all too clearly the threat of large-scale casualties to U.S. and allied forces posed proliferating weapons of mass destruction around the world.
