Assessment of Commercial Satellite Communications Initiative (CSCI) Studies.

Abstract

This report summarizes the fixed and mobile satellite services (FSS, MSS) as studied by three contractors: COMSAT, Hughes. and Space Systems/LORAL. Each contractor developed a commercial satellite communications initiative (0501) architecture based on the requirements provided them from DoD's Integrated Communications Data Base (10DB). An implementation plan; recommending an acquisition, transition, logistics, and host nation approval plan; was developed according to each contractor's recommended architecture. In addition, this report summarizes the demonstrations conducted by each contractor and the vulnerabilities inherent in using commercial satellites. This summary information is provided as the foundation for the section on the Government's assessment and critique of the CSCI study which emphasizes the highlights and remaining uncertainties from this program.
