Department of Defense Program Solicitation 94; Small Business Technology Transfer (STTR) Program; Fiscal Year 1994.
Abstract
The Army, Navy, Air Force, Advanced Research Projects Agency, and Ballistic Missile Defense Organization hereafter referred to as DoD Components, invite small business firms and research institutions to jointly submit proposals under this program solicitation entitled Small Business Technology Transfer (STTR). The STTR Program is a pilot program under which awards are made to small business concerns for cooperative research and development, conducted jointy by a small business and a research institution, through a uniform process having three phases. STTR, although modelled substantially on the SBIR Program, is a separate program and is separately financed. Subject to availability of funds, DoD Components will support high quality cooperative research and development proposals of innovative concepts to solve the listed defense-related scientific or engineering problems, especially those concepts that also have high potential for commercialization in the private sector. The STTR Program is designed to provide a strong incentive for small companies and researchers at research institutions, i.e., non-profit institutes, contractor-operated federally funded research and development centers (FFRDC), and universities, to work together to move ideas from the laboratory to the marketplace, to foster high4ech economic development, and to advance U.S. economic competitiveness. The Federal STTR Program is mandated by Public Law 102-564.
