Methodologies for Planning On-Site and Aerial Inspections for Use in Treaty Negotiations.

Abstract

This study has attempted to develop methodologies that would aid in establishing characteristics for an on-site and aerial inspection regime required to monitor compliance with the Conventional Forces in Europe (CFE) Treaty. Emphasis was placed on devising methodologies to establish monitoring requirements for NATO to validate data exchange with the former Warsaw Treaty Organization (WTO) before ratification of the CFE Treaty, and on monitoring Soviet declared military sites after ratification and after the reductions in treaty limited equipment (TLE) take place. The study also considered methodologies for assessing aerial inspection regimes to detect sites suspected of being in circumvention of the CFE Treaty.
