Abstract

Although the Corps has been in the business of managing natural resources for many years, the agencys emphasis has been directed toward engineering, development, and construction rather than sound natural resources management. In recent years water resources development has waned, and military downsizing has further restricted the Corps' development and construction mission. The agency is now in the process of redefining its mission, with environmental engineering being touted as the major service the Corps will provide for the American people.
