Tax Systems Modernization: Progress Mixed In Addressing Critical Success Factors.

Abstract

The GAO testified last year that IRS multibillion dollar Tax Systems Modernization program represents the agency's latest attempt to modernize the agency's antiquated tax processing system. Eight factors remained, however, that IRS needed to address to ensure the modernization program's success. These factors were: (1) Development and integration of a vision of how IRS intends to do business in the future using the new technology. (2) Completion of key planning components. (3) Implementation of a project tracking mechanism. (4) Development of a strategy for dealing with technological readiness risks. (5) Improving the procurement process. (6) Better management of the systems development process. (7) Implementation of a strategy for hiring, training, and retaining managerial and technical staff. (8) Paying greater attention to security and privacy issues. IRS has made significant progress in addressing some of these critical success factors. More attention should be paid to the planning, technological readiness, procurement and systems development processes, however. Ultimately, the success or failure of the modernization will rest on IRS top management commitment to the program.
