COEA in the Acquisition Process and the Role of Operations Research in Performing COEA.

Abstract

The OASD(PA&E) planned and organized a series of six Cost and Operational Effectiveness Analysis (COEA) conferences. The first of these occurred in April 1991 at the Defense Systems Management College and was attended by the senior leadership of all the military departments and the Office of the Secretary of Defense (OSD). At this conference key acquisition analysis issues were defined and used as the basis for the agenda and topics presented at later conferences. In May 1991, three "Military Action Officer" workshops were held at the MITRE Corporation. These conferences focused on what constitutes a COEA and how it fits into the new DOD acquisition management process. In June 1991, a COFA seminar, opened to the general Military Operations Research (MORS) community, was conducted in conjunction with the annual MORS meeting at the Naval Postgraduate School. Finally, in March 1992, a MORS sponsored mini-symposium was held. The proceedings herein record the results of that mini-symposium. (AN)
