Department of the Navy FY1996/1997 Biennial Budget Estimates. Justification of Estimates. DOD Base Closure and Realignment Program II.

Abstract

Implementation of the recommendations made by the Base Closure and Realignment (BRAC) Commission for BRAC 1991 is now well underway within the Department of the Navy. The Navy budget to implement the closures and realignments resulting from these decisions was formulated based on experience gained from closures and realignments achieved thus far and comprehensive analysis of remaining requirements. Costs are presented in the following categories: military construction, family housing construction, family housing operations, environmental studies, environmental compliance, environmental restoration, operations and maintenance, military personnel PCS, other, and land sales revenue. Savings are presented in the following categories: military construction, family housing construction, family housing operations, operations and maintenance, military personnel, and other. In addition, civilian and military end strength savings are shown. The Navy budget is organized by closure activity which closely follows the organization of the commission reports. While the budget reflects the entire six-year period in as extensive detail as possible, special emphasis was placed on the one-time implementation costs for PT 1996 and PY 1997. (KAR) p. 5
