Government Contractors: Are Service Contractors Performing Inherently Governmental Functions.

Abstract

This GAO Report reviews the use of contract consultants by Federal agencies. Concern had been expressed regarding the government's growing reliance upon consultants to administer its basic work- work that may involve 'inherently governmental functions.'The issues discussed in this report also relate to a broad range of contract services obtained by the government, such as professional, administrative, and management support services.
