Abstract

Pursuant to the DOD Appropriations Act for Fiscal Year 1991 (Public Law 101-511), the Air Force selected the Univ of PA, Phila PA, as the recipient of a grant to support the initial construction of an Institute of Advanced Science and Technology (IAST). This FEIS has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 to analyze the potential environmental consequences of the siting, construction, and operation of the IAST. Although grant distribution would have few, if any, direct effects, future actions would create direct effects. This document, therefore, includes analyses of the potential impacts that a range of reasonable may have on the local community, including land use and aesthetics, transportation, utilities, hazardous materials/wastes, geology and soils, water resources, air quality, noise, biological resources, and cultural and archaeological resources. The alternatives include two configurations of the IAST at the Smith Hall site, one of which is the Proposed Action, and two siting alternatives at other campus locations. The impact of the No-action alternatives were also considered. The potential impacts associated with the alternatives would be similar to those for the proposed action. jg p.2
