Standardizing Procedures for Notifying Individuals of an Adverse Personnel Security Determination in the Department of Defense.

Abstract

This study was undertaken to review and suggest improvements to the procedures and notifications used for informing Department of Defense personnel who are the subject of an adverse personnel security determination. Samples of notifications for handling adverse determinations were obtained and evaluated. The report recommends a number of procedural improvements and providing improved guidance to assist individuals in responding to a preliminary adverse personnel security determination. The importance and impact of notifications are discussed as well as how the recommendations, if implemented, would improve notification and appeal processes. (MM)
