Rules of Engagement. Complexities of Coalition Interaction in Military Operations other than War.

Abstract

This paper examines the definition and nature of rules of engagement, coalition interaction, and military operations other than war. Particularly, it focuses on the complexities involved in coalition peace operations and examines the need for carefully tailored ROE for these missions. The paper offers suggestions for the operational commander to ensure the operation is conducted with maximum coordination among the coalition partners and with the minimum possible risk to U.S. forces.
