Operational Art in Military Operations Other Than War.

Abstract

The United States military has had difficulty in the past contending with what are today known as Military Operations Other Than War (MOOTW). A number of explanations for this can be offered, but one reason which has not fully explored has been our failure to develop as operational art specifically for MOOTW. This paper argues for the need to create an operational art which is tailored to the unique needs of MOOTW. It discusses several components which should be included, and compares their application in MOOTW to that of conventional warfare. Areas explored include theater structure and organization, operational elements of warfare, operational design and principles of war.
