Constructing Morale, Welfare, and Recreation Facilities: Making a Good Project Delivery System Better.

Abstract

The Army's Community and Family Support Center (CFSC) acts as the construction agent for the service 5 morale, welfare, and recreation (MWR) program which provides soldiers and their families with recreation, community services, and social activities that enhance their quality of life and promote morale. In the past five years, the funding levels of nonappropriated funds (NAF) - the primary source of funding for the construction and renovation of MWR facilities - have varied dramatically but thus far have been sufficient to meet the requirements for valid projects. Now, however, because of shrinking forces, base closures, and reduced revenues from MWR business operations, it is more important than ever to make sure that available resources are spent wisely, i.e., identifying the Army's highest priority projects early in the process, funding only those projects, and delivering them expediently and with minimum staff support. To help CFSC accomplish these goals, we recommend that CFSC take the following specific actions: Establish a business partnership with one or two U.S. Army Corps of Engineers districts for all engineering, design, and construction services beyond CFSC's in-house capabilities so as to improve the quality of services delivered by the Corps. Develop and implement a new policy for allocating project funding among the major Army commands (MACOMs), i.e., assign funding ceilings to all of the MACOMs. Modify the conduct of the CRB meeting so that only projects that have already been prioritized (using the recommended prioritization matrix) by the MACOMs and are within their funding ceiling are briefed to the CRB members. Streamline and automate, where practical, the program delivery process. In particular, automate the funds certification process.
