Scientific and Technical Information Policy Implementation Under OMB Circular A-130. Report of Agency Findings and Recommendations.
Abstract
A six-month study of the implementation of 0MB Circular A-130 in the Federal scientific and technical information community was conducted by a team of information managers and experts from 15 Federal information organizations. The study showed that A-130 has been a useful tool in assisting these Federal managers with the responsibility of managing scientific and technical information. The report offers 6 recommendations to the Office of Information and Regulatory Affairs, 0MB, for clarifying the Circular's guidance to facilitate more effective information management: clarify "life-cycle planning" for information useability; develop guidelines to ensure information integrity for the public good; clarify guidance concerning public access to agency information; resolve conflicts between A-130 objectives and those of other Government initiatives; sponsor an effort to develop a selected mode of operation for Government information services; and institutionalize interagency cooperative efforts for information sharing. The report also includes a summary of agency practices and a template which Federal agencies can use to measure their progress toward the objectives of the Circular.
