Conducting Software Capability Evaluations.

Abstract

This document presents the results of an ongoing study to assess and recommend procedures for conducting a Software Capability Evaluation (SCE) for Ballistic Missile Defense Organization (BMDO) programs. BMDO is using the SCE methodology of the Software Engineering Institute (SEI) to evaluate contractors during the source selection process and to monitor contractors after the award has been granted. SEl provides basic procedures in its SCE training course, but during the course of conducting more than seven SCEs, IDA found that additional procedures and information were necessary to improve the effectiveness of the BMD SCE teams. This document provides additional information in the form of lessons learned, findings, and recommended procedures and techniques for conducting SCEs on BMD contractors.
