Maneuver or Manoeuvre Warfare for the U.S. Navy?

Abstract

Initial report on the theory of "Maneuver " Warfare in the Ocean Environment. Author's thesis is that Navy Officers have had over ten years of exposure to literature on ground and sea-shore concepts of "Maneuver" Warfare but that it has not yet taken firm hold. In order to allow the Navy to be equal participant in the development of "Maneuver Warfare Doctrine, this concept will have to be explained in terms familiar to the majority of Navy Officers-Open Ocean "Maneuver" not associated with Sea-Shore "Maneuver" report opens with history of the concept of "Maneuver" and an analysis of how current JUXTApositions with attrition are inaccurate.
