Information Age Training. Converting Potential to Performance.

Abstract

This study reviews current training development practices as the Army moves to exploit the advantages of distributed Tactical Engagement Simulation to Force XXI Operations (Army doctrine for warfighting in the Information Age), particularly those relating to individual and collective training in Army units. The study proposes explicit policies to address anticipated training development requirements. This is the fourth paper in a study undertaken to increase effectiveness and efficiency of training. The first study (IDA P-2611) was limited to U.S. Army National Guard Armor Units, Company and Below. The second study (IDA Paper 2785) proposed training policies and programs for Total Force Maneuver Battalion and Brigade staffs concurrent with ARPA development of appropriate technologies. The third study (IDA Paper P-2947) proposed a new framework for structuring training to exploit new capabilities--framework now embedded in the Training Support Packages (TSP) of Army Warfighter XXI. The current study describes needed training development to create training programs for the Total Force.
